The dusky citizen can apply for any qualifying position. In fact there are incentives for employers to hire dusky citizens if qualified. From the Union perspective, it was to reunify the country. From a Confederate perspective, it was to expel invaders and establish their freedom from the north.

I've never seen a civil war recruiting poster that suggested anyone should fight either to free or to keep slaves.

Lincoln famously stated that if he could unify the country without freeing a slave that he would do it.

The secession of the south was about slavery. The war was about the secession. There's a connection, but it's not a direct cause.
